Duties and Responsibilities:

Lead the development, implementation, and management of the agency’s annual operating budget, ensuring alignment with organizational priorities and long term strategic plans.

 

Provide financial guidance to the Sheriff, Executive Team, and division leaders on budget management, cost benefit analysis, departmental financial performance, and funding needs.

 

Direct complex financial operations through subordinate managers, supervisors, and professional staff; assign, review, and evaluate work while ensuring adherence to standards and policies.

 

Oversee preparation of financial statements, year end close, federal and state reporting, and supplementary schedules, ensuring compliance with GAAP and applicable regulations.

 

Develop and maintain robust internal control systems to safeguard financial assets, ensure audit readiness, and support transparent fiscal operations.

 

Serve as primary liaison with external auditors.

 

Perform cash flow analysis and take action to ensure sufficient operating liquidity and annual financial stability.

 

Provide executive oversight of accounting, procurement, and contract administration functions to ensure compliance with applicable laws, regulations and agency policies.

 

Manage agency wide payroll operations and ensure accuracy, compliance, and process efficiency.

 

Lead the development of multi-year financial forecasts, capital planning initiatives, and long-term fiscal sustainability strategies to support agency operations and strategic priorities.

 

Lead the evaluation, implementation, and continuous improvement of financial systems, reporting tools, and business processes to enhance operational efficiency and decision-making.

 

Identify and assess financial risks and develop strategies to mitigate operational, regulatory, and fiscal exposure.

 

Provide financial analysis and cost projections related to collective bargaining negotiations, staffing initiatives, and workforce planning.

 

Oversee recordkeeping of all fixed assets, including those acquired with grant funds, to ensure accurate accounting and compliance with federal requirements.

 

Support continuous improvement of the budgeting process by educating department leaders on financial issues affecting their units and promoting strong fiscal stewardship throughout the organization.

 

Manage financial operations related to Inmate Accounts, the Canteen, and the Off Duty Deputy Program.

 

Serve as primary point of contact for the agency’s banking institutions, state and federal funding agencies, and external auditors.

Qualifications

 

Bachelor’s degree in finance, accounting, or business admin, and/or minimum of ten years finance or accounting experience creating and editing budgets and other public finance related work

 

Experience managing staff; strong leadership and supervisory ability, including delegation, performance management, and staff development

 

Experience with procurement, contract management and budgets

 

Experience and proficient with MS Excel

 

Know how to calculate various changes’ impact on the budget, including compensation changes, creating payment schedules to pay for various things over the course of time

 

Know how to problem solve

 

Good communication skills

 

Experience enforcing policies and procedures

 

Ability to delegate responsibilities

 

Ability to analyze and create a government budget, identify trends, and provide clear, actionable recommendations to leadership

 

Ability to set organizational financial strategies, allocate resources, and develop effective long‑term financial plans

 

Ability to interpret accounting and audit principles, prepare analytical reports, and develop advanced financial models and spreadsheets

 

Must be willing to speak with Ways & Means, the state comptroller, the state office of administration and finance, and other state and non-state agencies as needed

 

Preferred Qualifications

 

Masters in finance, business, accounting preferred

 

CPA, CIA, CGFO, CGFM, or other relevant certifications

 

Experience with MOSAIC, HR CMS, MARS, or ability to learn these systems quickly

 

Extensive knowledge of governmental budgeting practices, financial controls, accounting principles, and audit standards

 

Strong knowledge of federal, state, and local laws related to government finance, grants, and public sector accounting

 

Correctional administrative experience is preferred

 

Network with other private and public agencies to support the organization

 

Five years’ experience preparing and administering department annual operational, capital budgets with combined value of at least 50 million dollars in municipal, county, or state department

Directs staff and inmates assigned to the plumbing systems, renovations, repairs and installation, and supervision of plumbing contractors hired by BCSO as needed.

Responsible for ordering materials needed for the plumbing division.

Provide cost estimates for repair and projects involving plumbing work. Helps to prepare specifications documents of plumbing projects required to go out for bid.

Inspect work in progress and at completion to verify adherence or compliance with specification standards.

Prepares reports as needed to supervisor and others regarding work activities.

Duties and Responsibilities:

Planning and preparation of all meals.

 

Develops daily production sheet.

 

Responsible for making work schedules for all BCSO food service personnel in the absence of the Assistant Director.

 

Work directly with the Director & Assistant Director to develop a nutritionally sound and cost-effective menu.

 

Implement food cost and labor cost controls to meet budget goals.

 

Work with the Director, Assistant Director and Purchasing department to obtain bulk items from vendors.

 

Work with purchasing department in development of 4-month food service bids.

 

Process all purchase orders and invoices for food, paper, and chemicals, and provide paperwork to purchasing department.

 

Ensure that all product received meets bid specifications and quoted price. Check all order sheets, package slips or bills against inventory being received.

 

Supervise receiving and storing of all kitchen supplies (such as labeling, dating, proper storage).

 

Respond to all food service issues including inmate grievances.

 

Responsible for the cleanliness of area and equipment, as well as the health and cleanliness of staff and inmates.

 

Take weekly physical inventory, provide cost per meal, paper, chemicals and food supplies.

 

Plan and assign the work for cleaning details and vermin control. Conduct and assign cleaning details to ensure cleanliness of area.

 

Notify maintenance and exterminator for vermin control

 

Make periodic searches of assigned area for contraband.

 

Supervise culinary tool log-in on a daily basis.

 

Accompany all inspectors during all state, local, and federal inspections and address all issues of concern immediately.

 

Train and direct inmate food service workers in food preparation, handling supplies, serving, and sanitation and clean up. Document maintain these records for seven years.

 

Ensure compliance with sanitation and health codes.

 

Responsible for writing disciplinary incident reports on inmates when necessary, monitor inmate activity, operate departmental equipment and respond to inmate behavior patterns.

 

Responsible for the training and instructing inmates in the use of equipment and materials in food service operations.

 

Must be physically able to push meal carts through doors and up a slight hill weighing approximately 50lbs and about 200 yards to its destination and back.

 

Escort inmates throughout facility when delivering meal carts and obtaining supplies.

 

Ensure staff is using proper radio/phone communication

Supervision Received: (Title of supervisor): Directly works with the assistant superintendents/ads of the ash street jail and the Dartmouth jail and corrections to assure security for all inmate related programs and services. In supervision of staff, he/she maintains that staff under his/her maintain care and custody of inmates detained in housing units, and assists other officers in providing support through effective observation and communication.

General Statement Duties and Responsibilities:

Correction officer shall follow the Bristol County Sheriff’s Office chain of command and work under the supervision of the assigned sergeant and/or respective zone lieutenant.

Responsible for the supervision of staff in performing post assignments within the respective correctional facility, ensuring areas of responsibility are maintained in a clean, secure and sanitary manner. This effective control is assured by:

-Adhering to proper key and tool control

-Conducting with assigned staff accurate inmate head Counts in comportment with Bristol County Sheriff’s Office policy.

-Making recommendations to the inmate classification Board with respect to the inmates assigned to housing Units under his/her direct supervision

-Assuring all log entries are legible and clear, properly recording events within housing units under the direct Control of the officers.

-Directly communication correctional facility expectations to the inmate population under his/her direct supervision.

Shall be responsible for observing the daily activities of all inmates/detainees committed to the custody of the Bristol County Sheriff’s office. This may be accomplished by:

-Assisting the inmates/detainees in responses to resolve Conflicts regarding housing assignments, amenities and Privileges afforded.

-Supervision of inmate headcount procedures

-Supervision in general population units of visual inmate Headcounts at least hourly and in special management units at Least every thirty-minutes

-Writing formal and informal disciplinary reports when Negative inmate/detainee behavior warrants such action.

-Attempting to resolve informally imposition of informal Discipline with inmates within their unit.

-Patrols the housing units to observe behavioral patterns and Positioning of various inmates and inmate sub-groups.

-Conducts daily cell inspections to maintain compliance with established cell decorum standards.

Shall initiate and direct searching of various sections of the respective units for contraband in accord with B.C.S.O procedures.

Shall directly communicate with other officers assigned to the same unit rotation about unit climate issues, maintenance requests, inmate unit worker assignments, activity schedules, release or other pertinent problems.

Shall prepare incident reports confirming unusual happenings, by recording a chronology of the incidents and actions taken to follow- up and resolve the events. This includes but is not limited to uses of force, unit problem solving, and effective supervision by monitoring officer workload and unit activity during directed and non-directed work time. Records entries into unit logs and assures each relief officer correctly understands notations and entries.

Shall be familiar with and assure compliance with all emergency contingency plans, including but not limited to emergency code responses, inmate disorder, medical and fire emergency plans and evacuation procedures.

Shall be responsible to direct and resolve when required, staff actions in the event of a critical incident or emergency, i.e., Medical or officer emergency.

Shall assign inmates/detainees to, and supervise inmates/detainees in unit work assignments assuring that the unit is maintained in a clean, safe and secure manner.

When required, shall assist in the secure transport of inmate/detainees to courts, hospitals and other correctional institutions of the Commonwealth.

Shall assist and perform any other duties as assigned by the sergeant, Lieutenant and/or respective facility watch commander or other superior officer.

 

Qualifications:

Must possess a high school diploma or recognized general equivalency diploma and have attained some post-secondary training beyond the high school equivalency.

Must be at least 19 years of age prior to applying.

Must have successfully completed an oral and a written correction officer examination to the satisfaction of the sheriff’s management team; and/or exhibited extraordinary meritorious aptitude.

Must possess knowledge of and the ability to learn, understand and apply the principles of direct supervision with the standards promulgated in the B.C.S.O policy manual.

Must be in possession of a valid Massachusetts driver’s license.

-Must have successfully completed all requisite certifications established by the Bristol County Sheriff’s office for a correction officer.

 

-Must meet the stringent physical demands required in service as a B.C.S.O. that can involve:

-Activities of movement

-Stationary positioning

-Occasional and or frequent exertion

-Body movement

-Visual and hearing acuity

Must have the ability to effectively resolve problems through interpersonal communication and written reports.
